Conference evaluating socio-economic, security and national defense performance in July, setting tasks for August, 2016.

On August 5, 2016, the Provincial People's Committee held an online conference with districts to evaluate the socio-economic, security and national defense performance in July and set up tasks for August of 2016.

Attending the conference on the conference site of the Provincial People's Committee there were: Mr Tran Xuan Hai, Provincial Communist Party Committee standing board member, standing Vice Chairman of the Provincial People's Committee; Cao Huy, Provincial Communist Party Committee member, Vice Chairman of the Provincial People's Committee; Truong Thanh Tung,  Provincial Communist Party Committee member, Vice Chairman of the Provincial People's Committee; along with the leaders of Departments, Boards, agengies, unions, association of the province; leader of Gia Nghia town People's Committee. Delegations on the conference site of districts include: leaders of People's Council and People's Committee and chief of related divisions and boards of the districts. Mr Nguyen Bon, Provincial Communist Party Committee Deputy Secretary, Chairman of the Provincial People's Committee chaired the conference.

According to the report, in July, most sectors on agriculture and processing industry have seen positive changes. Industrial production grew, service and tourism met the demand. Public welfare was ensured, medical and health care for people was maintained, and jobs was resolved and expanded. The national high school graduation exam of 2016 took place safely and in accordance with regulations. Public security, politics and national defense were stablized.

Export turn-over in July was estimated at $54 million, up 5.16% over the previous month; import turn-over of July was estimated at $19 million, up 20% over the previous month. The total spending of local budget in the month was estimated at VND372 billion, so the accumulative spending the 7 months was estimated at VND2,671 billion, accounting for 57% of the estimate and up 2% year-on-year.

Industrial Production index in July expanded 35.13% over June and up 11.03% year-on-year. The total turnover of retail trade and service  in June was estimated at VND786 billion, up 1.08% over the previous month. Number of tourist arrival in July was estimated at 18,700, up 17% year-on-year. The number of tourists taking accommodations was estimated at 10,000, taking up 40% of the structure.

However accumulative economic growth and the achievement of a number of other economic developing targets was low compared to the plan, for example: export turn-over in July was estimated at $335 million, taking up 48% of the year plan, decreasing 1.27% year-on-year; import turn-over in July was estimated at $58 million, taking up 48% of the year plan, decreasing 38% year-on-year. The proportion of disbursed budget for development investment by the end of July was estimated at VND551 billion, accounting for 39%, down 9.7% year-on-year. The collected State budget of the province during the 7 months was estimated at VND766 billion, taking up 48% compared to the estimate assigned by the Provincial People's Council and down 18% year-on-year. 

At the conference, the delegations have pointed out the reason for the low achievement of some economic development targets in July, which was reckoned to be caused by the impact from drought, instability of macroscopic economy and world market, along with the fact that some big manufacturing firms in the province were short of material, leading to the behindhand production progress compared to the plan set from year start, for example:  the estimated alumina output was  50,000 tons while the plan was set at 200,000 tons; refined alcohol was 8 million litres over the plan of 15 million litres; RS sugar was 25 thousand tons over the plan of 30 thousand tons; building stone was 900 thousand tons over the plan of 1 million tons; manufacture-served electricity was 1,300 million Kwh over the plan of 1,480 million Kwh...

Therefore, in August of 2016, the Provincial People's Committee required that Departments, Boards, agencies, the People's Committee of districts, towns check up the socio-economic development targets under management of each unit, be determined to realize the set up plan in the last 5 month of the year. Units focus on building up the plan for implementing the Resolution No. 59/NQ-CP dated July 7, 2016 of the Government; the Anouncement No 167/TB-VPCP dated July 7, 2016 of Government Office on the conclusion of Prime Minister Nguyen Xuan Phuc at the task-handing conference with the  Central Highlands provinces; Conclusion No. 80-KL/TU dated Jully 4, 2016 of the Provincial Communist Party Committee on concluding the 4th Conference of Provincial Communist Party Committee Executive board; implement the measures for collecting budge appropriately and enough in compliance with regulations of law, strictly deal with tax evation or submitting tax behindhand; focus on the completion of growing replacement forest, intensify management of resident people to effectively prevent the practice of deforestation, illegal encroachment of forsest land; determinedly deal with organizations, individuals involved in deforestation and illegal encroachment of forest land...
