Investment projects at hight-tech agriculture zone in some regions of Dak Nong

Currently, there's an increasing demand for clean products especially agricultural products to protect human's health.

The projects are aimed to create a production model for local farmers to perform, research, learn and transfer technologies as well as improve production values for themselve.

Climate in Dak Nong is suitable for the production of agriculture. In addition, investment in high-tech agriculture sector is consistent with the development planning of Dak Nong in the stage 2015 – 2020.

The projects are expected to create clean products to satiffy local people's demand, at the same time, bring profit to investors who invest in the project.

AGRICULTURAL HIGH-TECH APPLICATION ZONE IN DAK MIL

Legal basis

Pursuant to proposal of Dak Mil People's Committee (in working minutes on 8 June 2016 between Investment Promotion Center and Dak Mil People's Committee.

Location for investment and construction

Address: Hamlet 3/2, Dak Sac commune, Dak Mil district.

Scale and total investment of the project

Scale: 10 ha (clean land)

Total of investment capital: VND 10 billion.

Sources of capital: capital of enterprises.

Natural – socio – economic conditions of project area

Natural condition:

Dak Mil is located in areas affected by the Southest monsoon; its average wind speed fluctuates from 2.4 to 5.4 m/s and has the characteristics of highland humid tropical climate. There are 2 distinct seasons in a year. The rainy season lasts from April to the end of October and occupies 90% of annual rain fall and the dry season begins from November to the end of next April.

- Annual average temperature: 23.70C

- Annual average rainfall: 2.511 mm

- Annual average relative humidity: 82%.

- Natural Area: 682 km2.

Socio-economic conditions

-Economic growth rate: 9.7%

- Economic structure: Agriculture – Forestry – Fishery accounts for 49.83%; Industry – Construction: 17.64%; Trading- Services accounts for 32.2%

Other reference information for the implementation of project

Land origin: Dak Mil People's Committee manages 8.6 ha (clean land)

Local people manage: 1.4 ha (account for 16.3%)

The price of land lease referring to lease period period of 50 years: VND19,000/m2/year, estimated price of land acquisition: VND300,000 ha.

Soil characteristics and climate are suitable for cultivation of annual crops such as corn, rice, beans, squashes, kinds of vegetables.

The combination of favorable transport system which is adjacent to provincial road No.638, national electric power system running across, water sources from ponds, lakes will facilitate the development of hi-tech agriculture zone.

HIGH-TECH AGRICULTURE ZONE IN KRONG NO DISTRICT

Legal basis

Pursuant to proposal of People's Committee of Krong No district.

The directing Dispatch No.285/TB-VPUBND dated 19 May 2016 by Dak Nong people's comiittee.

Location for investment and construction

Address: Nam N'dir commune, Krong No district.

Scale and total investment of the project

Area: 10 ha (clean land)

Sources of investment capital: cpital of enterprises.

Natural – socio- Economic conditions of project area

Natural conditions:

This area has general characteristics of tropical monsoon climate. There are two distinct seasons in a year. The rainy season lasts from April to the end of October and the dry season begins from Noember to the end of next April.

- Annual average temperature: 250C

- Annual average humidity: 76%

- Height above sea level: from 470 to 840 m

- Natural land area: 813 km2.

Socio-economic conditions:

- Economic growth rate: 9.7%

- Economic structure: Agriculture – Forestry – Fishery account for 58.09%; Industry – Construction accounts for 18.81%; Trading- Services accounts for 22.5%;

Other reference information for the implementation of project

Per capita income: VND31.5 million/person

Land origin: withrawn, currently under management of People's Committee of Commune.

Price of land lease referring to the lease period of 50 years: VND16,000/m2/year.

Soil characteristics and climate are suitable for cultivation of annual crops such as corn, rice, beans, squashes, kinds of vegetables.

The current state of cultivation by local people is still underdeveloped, with only one growing season per year.

The zone has favorable transport system because it's located along with communal roads, national power system running by, water is sourced from  Dak Pri spring.

Socio –economic effects and impacts

-This is a model where local farmers research, learn and transfer technologies.

- Sustainable development of agricultural zone toward safe production.

Investment procedures and supporting and consulting agency of project

Investment procedures

In accordance with regulations at Clause 1, Article 33 of Investment Law No.67/2014/QH13, dated 26 November 2014, which came into effect since 1 July 2015.

Supporting and consulting agency

Investment promotion Center shall support, consult and prepare the dossiers of request for  investment policies approval for free.

Incentive and supporting policies as well as commitments of local authority:

Land policies:

Exemption or reduction of land rent as stipulated in Decree No.46/2014/ND-CP, dated 15 May 2014 by the Government on regulation of land rent and water surface rent: offer an exemption for land rent in 15 years (according to point d, Clause 3, Article 19).

Tax policies

- Tax rate: offer a 10% reduction for 15 years (as stipulated at Point a, Clause 1, Article 19 of Circular No.78/2014/TT-BTC by Ministry of Finance guiding the implementation of the government's Decree No.218/2013/ND-CP on 26 December 2013, detailing and guiding the implementation of the law on corporation income tax).

- Corporate Income Tax: offer an exemption in 4 years and a 50% reduction for 9 following years as stipulated at point a, Clause1, Article 20 of Circular No.78/2014/TT-BTC by Ministry of Finance guiding the implementation of the government's Decree No.218/2013/ND-CP on 26 December 2013, detailing and guiding the implementation of the law on corporation income tax/

* Investors shall be entitled to enjoy the investment incentives as regulated at Article 5, 6, 8, 9 in Decree No.210/2013/ND-CP by the Government on incentive policies to encourage enterprises to invest in agriculture and rural development.

Commitments of local authorities: Facilitate investors during the implementation of project.
