Legal foundation

Pursuant to Decision No 1992/QD-UBND dated 9th December by Dak Nong People's Committee on issuance of the list of projects calling for investment in Dak Nong province from 2015 to 2020.

The necessity for investment

In 2015, total land area for coffee cultivation in Dak Mil is 21,102 ha with its productivity of 51,367 tonnes. There is no processing plant of finished coffee except some small trading agents who have made some raw processing  before exporting or selling to other provinces. Products made by local farmers are mainly sold for merchants and shall be re-sold in other province.  Therefore, it is necessary for an investment in construction of a processing plant of finished coffee in this district.

Construction of a processing plant of finished coffee will make use of source of available material in the district and bring profit to investors who invest in the project as well.

Location of investment and construction is located at Thuan An industrial Complex, Dak Mil district.

Scale and total investment capital of the project

Scale: Capacity of 4,000 tonnes per year.

Area: 3 ha, clean land

Total investment capital: VND50 billion

Source of capital: Capital of enterprises

Natural condition and geo-location

Dak Mil is located in areas affected by the Southwest monsoon, its average wind speed fluctuates from 2.4 to 5.5 metres per second and has the characteristics of highland humid tropical climate. There are two distinct season in a year. The rainy season lasts from April to the end of October and this period's rainfall accounts for 90% of the whole year's.  and the dry season lasts from November to the end of next April.

Population: 98,805 people.

Price of land lease: VND2,278/m2/year

The land is situated in Thuan An Industrial park.

The current state  of land in project area: having been cleared and managed by the district's authority.

Just a radius of 30 kilometres from the central raw material area of Dak Nong province to the adjacent districts which facilitate the transportation of raw material to the factory.

This location is located on 14 highway, near Dak Mil town, and just about 10 km to Dak Per border gate between Daknong province and the Kingdom of Cambodia,  which is an advantage for businesses to trade with Cambodia.

Power and water supply, transport infrastructure: asphalted roads and electricity network has been constructed and  expanded to the fence of project area, especially the electric power has been build to ensure the demand on lighting and business production.

Incentive and supporting policies as well as commitment of local authority.

Incentive and supporting policies

Land policies:

Exemption or reduction of land rent as stipulated in Decree No.46/2014/ND-CP, dated 15 May 2014 by the Government on regulation of land rent and water surface rent: offer an exemption for land rent in 15 years (according to point d, Clause 3, Article 19).

Tax policies

- Tax rate: offer a 10% reduction for 15 years (as stipulated at Point a, Clause 1, Article 19 of Circular No.78/2014/TT-BTC by Ministry of Finance guiding the implementation of the government's Decree No.218/2013/ND-CP on 26 December 2013, detailing and guiding the implementation of the law on corporation income tax).

- Corporate Income Tax: offer an exemption in 4 years and a 50% reduction for 9 following years as stipulated at point a, Clause1, Article 20 of Circular No.78/2014/TT-BTC by Ministry of Finance guiding the implementation of the government's Decree No.218/2013/ND-CP on 26 December 2013, detailing and guiding the implementation of the law on corporation income tax).

Commitment of local authorities:

Facilitate investors during the implementation of project.

Investment procedures and supporting and consulting agency of project.

Investment procedure is in accordance with regulation at Clause 1 Article 33 of Investment Law No. 67/2014/QH13 dated 26 November 2014 which came into effect since 1 July 2015.

Supporting and consulting agency: Investment Promotion Centre shall support, consult and prepare dossiers for requesting for approval of investment policies for free.
