Inauguration of the online, inter-agency and single-contact integrated system for the delivery of public services

On 10 January 2018, the Dak Nong Provincial People's Committee in coordination with Post and Telecommunication group (VNPT) held the inauguration ceremony of the Online, inter-agency and single-contact integrated system for the delivery of public services of Dak Nong province.

In attendance at the event were Mr. Nguyen Bon - Deputy Secretary of the Provinical Communist Party Committee, Chairman of the Provincial People's Committee; Mr. Cao Huy - Member of Provinical Communist Party Committee, Vice Chairman of the Provincial People's Committee; along with delegations and heads of departments, agencies and local authorities

When first submitting doccuments to request for the delivery of public services through this system, organizations and individuals simply access the website at the address motcua.daknong.gov.vn and create an account on the website, which will require the provision of some necessary information regarding the respective organizations or individuals.

Now that an account has been created, users just log in to their account, select the section for online submission of doccuments, select the organizations or agencies responsible for handling the services, then  quickly fill out the an information form given online before finally pressing to send the doccuments to the competent authorities. At the end of the process, submittees will instantly receive the auto notification message of their doccument's reception.

On the side of the public services provider, its single-contacs point staff will receive the doccument through the system and carry out the examination process. When there is a need for the supplement of any doccument or viewing of original documents, the staff will send a request to submittees (via texting or email) for the supplement or  provision of the missing doccuments as regulated. If the deadline is due while submittees still fail to supplement their documents as regulated, the relevant staff will notify the submittees again of the doccuments' removal from their system. In case the doccuments are valid, the staff will also notify their submittees of the acceptance and time for receiving the results.

Making statement at the ceremony, Chairman of the Provincial People's Committee Cao Huy underlined that for the system to be efectively operate, it is required that the heads of departments, agencies and local authorities seriously stick to the use of this system in receiving and handling the public services. Besides, relevant agencies must take the responsibility for sufficiently publicizing the services of their competancy  and the regulated responsibility in delivering the services; and the appologies must be officially made  to the submittee if the handlings of their valid submitted doccuments are overdue. The Provincial People's Committee office has the responsibility for keeping track of and urging agencies as well as divisions to carry out their reception and handling of  administrative procedures through the system; working in cooperation with the Department of Information and Communication to examine and counsel the Provincial People's Committee and the Provincial steering commission for administrative innovation to step up the application of information technology in association with administrative innovation, in line with the Government's policies.
