On May 30, 2013 - Dak Nong Provincial Party Committee held a conference to sum up the 15-year implementation of the fifth Central Resolution (term VIII) on the construction and development of Vietnam's advanced culture deeply imbued with national identities

According to the report at the conference, implementing the fifth Central Resolution (term VIII) in the past years, executive committee of party hierarchy, government and political system from province to grassroots level concerned, built up and developed Vietnam's advanced culture deepy imbued with national identities; the promulgation of policies, projects, infrastructure investment in accordance with the socio-economic conditions in the locality has created conditions for the people who actively participate in cultural and artistic activities. So far, there have been 5/8 districts, towns in the whole province having culture house ; 133/145 villages having community culture house; 71/71 communes, wards and towns having radio station, 552 / 719 residential areas having regular broadcast loudspeaker clusters; 43/71 communes, wards and townships having culture post office; 289/625 villages and hamlets having meeting hall; 33 outdoor stages and 21 / 71 communes, wards and towns having fixed panel clusters. The province has built Dak Nong printing house and professional skill block of provincial culture centre, sporting house; and has completed the construction of infrastructure, youth village protecting boundary in Tuy Duc district; Besides, the province has taken the intiative in restoring, reconstructing cultural facilities such as Dak Mil prison historical relic, B4 historical relic, 722 hill historical relic, traditionally cultural village of the Ede ethnic group at Buor village belonging to Tam Thang commune, Cu jut district.

The movement "All people unite in building cultural life", along with the patriotic emulation movements has been deployed in-depth; contributing to speed up developing economy, bringing into full play traditional moral values. Rate of culture family, culture hamlet, culture bon, culture village and culture offices which are more and more increased in quantity, gradually enhancing in quality. In 2004, Dak Nong province had 33% of households, 14% of hamlets, bons, villages reached the standard of the cultural title ; there haven't any communes reaching cultural standard yet. In 2012, there were 74% households; 58% hamlets, bons, villages 13% communes, wards, towns; and 81% units which reached the standard of the cultural title.          

Dak Nong literature and art has made significant progresses compared with itself before 2004. Many writers and artists have selected and inherited unique values of native culture in writing and art creation. Some research project and collection, conservation projects, exploitation and promotion of traditional culture - art values of the ethnic minorities in particular have brought the initial results.                        

The preservation of the forms of folk culture, native ethnic groups of the M'nong, Ma, Ede has been concerned; So far, the province has organized 40 typical festivals such as: RNlap Bon (gather and unite Bons), victory celebration, water wharf worship, new paddy rice celebration, a good harvest,..etc; besides, the province also has organized 22 classes of "Cultural festivals of ethnic groups" in district, town level; 05 "Cultural festivals of ethnic groups" in provincial level. The festivals and cultural holidays were held with abundant form and vivid content. These festivals attracted a large number of people to participate. The organization of the festivals, cultural festivals also has attached the improtance of recovering forms of culture such as knitting, gongs, weaving brocade and folk games.

Organized 68 classes of training Gongs at community culture house, 15 classes of  training course introducing the Gongs culture heritage at stay-in ethnic group high schools, 09 classes of making musical instruments, 05 classes of folk singing, 04 classes of the advanced training for gongs artisans, adjusting gongs and teaching gongs playing at provincial level. Besides, the province also equipped with 119 sets of gongs, 5 sets of goong for the community culture house;  nearly 300 traditional costumes and 180 folk musical instruments of the M'nong ethnic group for folk letters and arts team in district, town.

In collecting, researching and disseminating cultural values in some musical works have been composed extracted from folk material of ethnic group M'nong, Ma, Ede; two books were printed to introduce the typical artisans; 01 documentary film was made with the title " Looking back on the bell"; 40 documentary films about traditional gongs of the M'nong ethnic group were made;several works of the M'nong folk culture were collected and published.

The protection, restoration and promotion of cultural - historical heritage: So far, Dak Nong has 06 relics recognized as national historical relics and Dak Nong province recognized 01 relic at provincial level. On that basis, the province has carried out zoning to protect and deploy restoration of Dak Mil prison, 722 hill in Dak Sak commune - Dak Mil district and B4 - Inter-province VI resistance base relics, in which Dak Mil prison relic has been built and put into use; and it has brought into play the role of the revolutionary traditional education for the young generation.

However, during the 15-year implementation of the fifth Central Resolution  (term VIII), there is still a lot of limitation, weakness such as: lacking of some cultural regulations at grassroots level, inefficient operation; although cultural environment has been improved, but it doesn't have enough strength to adjust perception, thought, feelings, action, morality of individuals. In social life, "the beauty" of human dignity and lifestyle has been honored, praised; but that is not strong enough for each individual to push back "the bad and evil things". The protection  and preservation of unique manners and customs of ethnic minorities in the province are still limited...

At the conference, the delegates reported the comments in agreement about giving goal, task and solution in order to implement the fifth Central Resolution  (term VIII) such as propagation, in-depth grasp thoroughly thoughts, opinions about culture and policy on building - developing Vietnam's advanced culture deeply imbued with national identities of the Party; enhancing the quality of educational mobilization about the patriotism associated with the patriotic emulation movement, the movement of "All people unite in building cultural life" and "Study and follow the moral example of Ho Chi Minh"; intensifying human resources for developing culture; intensifying conservation, preservation and promotion the cultural identities of ethnic minorities;...

Expressing at closing conference, Mr. Nguyen Van Thu, Deputy Party Secretary of the Provincial Party Committee has acknowledged the enormous contribution of officials, Party members and the people of Dak Nong province during the 15-year implementation of the fifth Central Resolution. He also suggested that Executive committee levels and local government should continue to implement some key tasks such as propaganda, in-depth grasp thoroughly thought, opinion about culture and policy on building - developing Vietnam's advanced culture deeply imbued with national identities to each official, Party members and all the classes of people, especially the ethnic minorities; strengthening the leadership of the Party Executive Committee in the fields of culture; strengthening the State management about culture. Besides, the province also has attach importance to training officials working in the cultural fields; strengthening arrangement for investment resources to build cultural regulations in the province; meeting demand of living, enjoying culture of the classes of people; speeding up the campaign "all people unite in building cultural life in residential areas" in the new situation.

At the conference, Standing committee of Provincial People's Committee - awarded certificate of merit for 11 collectives and 19 individuals; the Provincial People's Committee also awarded certificate of merit for 13 collectives and 30 individduals who obtained excellent achievement in the 15-year implementation of the fifth Central Resolution (term VIII) on the construction and development of Vietnam's advanced culture deeply imbued with national identities.
