The Government Office has just released Notice No. 203/TB-VPCP dated 12/7/2022 of the conclusion of Deputy Prime Minister Lê Văn Thành at the meeting on implementation of Gia Nghĩa Expressway Project (Đăk Nông Province) - Chơn Thành (Bình Phước).
In the above announcement, Deputy Prime Minister Lê Văn Thành highly appreciated the determination of the two localities and Vingroup in organizing research and coordinating with the Ministry of Transport to prepare procedures for implementing the Project, Highway project Gia Nghĩa (Đăk Nông) - Chơn Thành (Bình Phước). This is an important route, not only directly serving Bình Phước and Đăk Nông, but also contributing to the development of transportation for the whole Central Highlands region, connecting the Southeast and Hồ Chí Minh City.
In Notice No. 93/TB-VPCP dated March 31, 2022, the Prime Minister assigned the Ministry of Transport to assume the prime responsibility for, and coordinate with the Ministry of Planning and Investment, the Ministry of Finance and the People's Committee of Bình Phước Province, and the People's Committee of Đăk Nông province and related agencies to analyze, make agreements, propose the investment plans, for early implementation in the period 2021-2025; At the same time, the Prime Minister continued to direct at Notice No. 166/TB-VPCP dated June 6, 2022 and directly worked with leaders of the Ministry of Transport, leaders of Vingroup on July 3. 2022 to orient the investment plan.
The Ministry of Transport has issued Document No. 6080/BGTVT-ĐTCT dated June 17, 2022 to report to the Prime Minister; Accordingly, the Ministry of Transport has approved the Vingroup-Techcombank Joint Venture to preside over the preparation of the Project Pre-Feasibility Study Report under the PPP method.
To ensure the progress of the project completion in 2025, the Deputy Prime Minister requested on the basis of the proposal of the People's Committee of Bình Phước province and the People's Committee of Đăk Nông province on the adjustment of the alignment of the planning route of Gia Nghĩa expressway (Đăk Nông province) - Chơn Thành (Bình Phước), the Ministry of Transport urgently considers and implements the processes and procedures as prescribed, reports to the Prime Minister the adjustment of route alignment, as a basis for implementing next steps.
Regarding the assignment of competent agencies, the People's Councils of the two provinces had a resolution on the implementation of the Project and assigned the People's Committee of Bình Phước province to be the competent authority. Based on the report of Bình Phước Provincial People's Committee and Đăk Nông Provincial People's Committee, the Deputy Prime Minister assigned the Ministry of Transport to report in writing to the Prime Minister before July 15, 2022 on the assignment of Bình Phước Provincial People's Committee as competent authority to implement the Project.
In order to speed up the project, the Deputy Prime Minister agreed to simultaneously implement the planning adjustment procedures and prepare investment procedures, ensure strict legal, procedural and regulatory requirements. The investor proposing the project urgently directs the Consultant to complete the pre-feasibility study report and submit it to the competent authority in August 2022 to submit to the competent authority for decision on investment policy in September, 2022.
Gia Nghĩa (Đăk Nông) - Chơn Thành (Bình Phước) expressway project has a total length of about 140 km; passing through the territory of Đăk Nông province (38 km from Gia Nghĩa to the boundary of 2 provinces of Đăk Nông-Bình Phước), Bình Phước province (102 km from the boundary of 2 provinces of Đăk Nông - Bình Phước to Chơn Thành); starting point in Gia Nghĩa, Đăk Nông province, the end point is at Chơn Thành town, Bình Phước province, connecting with the starting point of the Chơn Thành- Đức Hòa expressway (belonging to the Hồ Chí Minh road project) and the end point of the HCMC – Chơn Thành expressway. This route has a planned scale of 6 lanes, but according to preliminary calculations, the investment divergence with a scale of 4 lanes with a width of 17 m (similar to the scale of the divergence of the North-South Expressway Project) to the east period 2017-2020, 2021-2025 and a number of other expressway projects being implemented), the design speed is 80-100 km/h, the total investment is about 23,000 billion VND.
