Mr. Nguyen Bon - Deputy Secretary of the Provincial Communist Party Committee, Chairman of the Provincial People's Committee, made statement at the Dialogue

As reported, in the first 5 months of the year, the Department of Planning and Investment received, handled and transfered 30 petitions and complaints of businesses and investor  to Departments, agencies and the  Provincial People's Committee of districts and town for being answered. The content of petitions and complaints are  of such areas as: land, natural resources and environment, the rate of land rental, electricity, commerce, information and communication. So far, 22 petitions of 17 businesses and investors have got reply from 10 related agencies.

As for the 6 common challenges facing businesses, funtional agencies had reported to the Provincial People's Committee for consideration and instruction. There's still  1  unanswered petition. Basically, related agencies had given timely reply to the petitions addressed by businesses and investors.

Mr Tran Xuan Hai, Member of Provincial Communist Party Committee Standing Board elaborated on the issues related to businesses' petitions

The answers given by agencies to the businesses' petitions, however, were considered as simply  giving directions, and yet to bring up specific plans that were able to get to the bottom of the issues. Thus, the businesses still had to address the same petitions many times a years.

Leader of Agriculture, Service and Trade Cooperative of Hop Tien (Dak Glong district) addressed challenges in their forest stewardship mission.

At the Diaglogue, the businesses and investors also brought up complaints and recommendations relating to their operation such as the rate of land rental,  settlement of site clearance, electricity quality, and access to bank credit…

Leader of Natural Resource and Environment answered the businesses' petitions about rent and utilization of land for projects.

Making statement at the Dialogue, Mr Nguyen Bon highly appreciated the businesses and investors for the outright conversation, as well as their enthusiastic, thoughful and committed recommendations in favor of the province's economic development. Mr Nguyen Bon required Heads of Departments, agencies, People's Committee of districts and town absorb the recommendations and have responsibility for removing the impediment facing businesses. As for land issues that are impossible to be solved under the authority of the province, the Department of Natural Resources and Environment was to take the responsibility for submitting recommendations to Central Government for the direction to puzzle out the problems. Within 7 months, the banks need to hold dialogue to listen and settle the issues relating to capital for businesses. The Department of Tax have to make the best out of regulations to support businesses.

Representative of Phu Gia Phat company (Krong No district) addressed their difficulties in terms of electricity, traffic, and land rental rate … during the implementation of their project.

In the coming time, the businesses operating in the province need to continue addressing their difficulties to the provice so as to get answers from related departments and agencies. However, Mr Nguyen Bon insisted that the province was not to attract investment at any cost, especially in case it might cause environmental polution to the province. Thus, businesses have to commit to and obey current regulation during their implementation of projects. As for the Provincial People's Committee, it would continue to readjust the overlapping inspection and supervision by departments and agencies over businesses, which was a very common issue confronting businesses during the last time.

Leader of Department of Agriculture and Rural Development  gave answers to the  businesses' petitions
